Co-Leader and Position

Fade needs a new, responsible co-leader and also council members.

Requirements:
-Must be at least 14
-Must have been in Fade for at least 3 weeks
-Must be active at least 1-2 hrs a day (not necessarily in game)
-Must be loyal: Do not apply for co-leader or council if you think you may leave Fade or quit the position for any reason
